    A few comments:

    1. We should make sure we are happy with the names of the pages, because these are part of the user interface.  In this case, these should be consistently named so users can tell what they are and how they are used.
    2.  The "proposed additional" is OK, but I'm leaning towards omitting it.  It seems to suggest more process than we have.  Really, rules are simply developed and those that work out work out and those that don't make their way to the void.
    3. I would have one of these for rules and one for recommendations.  It doesn't cost that much, and we might as well be precise.
